The 5th International Economy, Finance and Energy (EFE) Congress was held in the city of Turkestan, the spiritual capital of Kazakhstan, between 7-9 September 2022. The congress was carried out by the joint efforts of our university with Akhmet Yassawi University, International University of Sarajevo and New York University-Tirana. The congress has been held biyearly since 2014, but was suspended during the coronavirus pandemic. Now in 2022, it was held with a hybrid attendance of 150 scientists and experts from 16 countries and 66 institutions with their academic papers in 25 sessions. Our President, Prof. Dr. Atilla Arkan, Director of Heydar Aliyev Eurasian Studies Application and Research Center, Prof. Dr. Yaşar Sarı, and from the Faculty of Management, Assoc. Dr. Ali Osman Kuşakcı, Dr. Omar Kachkar, Dr. Sümeyye Kuşakcı represented us at the Congress. In addition, Dean of the Faculty of Management of our University, Prof. Dr. Mustafa K. Yılmaz, Mohannad Shehneh, Syafira Putriana, Douaa Abbara also contributed to the Congress by being co-authors of the presented articles. The main theme of the congress was “Monetary and Fiscal Policies in the Post-Pandemic World: Lessons, Problems and Challenges”.
The opening session of the congress was done with speeches from the following: President of the 5th International Economy, Finance and Energy Congress, Prof. Dr. Nevzat Şimşek; Hodja Akhmet Yassawi International Turkish-Kazakh University Deputy President Prof. Dr. Cengiz Tomar, Hodja Akhmet Yassawi International Turkish-Kazakh University President Dr. Zhanar Temirbekova, Advisor to the Ministry of Youth and Sports of the Republic of Turkey Selim Cerrah, New York University-Tirana Board Member Dr. Hasan Taşçı, Ibn Haldun University President Prof. Atilla Arkan, Hodja Akhmet Yassawi University International Turkish-Kazakh University Chairman of the Board of Trustees Prof. Dr. Muhittin Şimşek and Chairman of the Planning and Budget Committee of the Grand National Assembly of Turkey Dr Cevdet Yılmaz. As the keynote speaker of the congress, Dr. Cevdet Yılmaz made his presentation titled “The Experience of Turkey in the Context of the Risks and Difficulties Encountered in Monetary and Fiscal Policies Conducted in the Context of the Fight Against the Pandemic”.
Mainly from Turkey, Kazakhstan, Albania, Bosnia-Herzegovina, Azerbaijan, Kyrgyzstan, Uzbekistan and United Arab Emirates; academics participating in the Congress discussed the basic economic, financial, political and energy-oriented dynamics that shaped the world after the coronavirus pandemic and the changes that took place, in the hybrid sessions.
In addition to Dr. Cevdet Yılmaz, the other main academic speakers (keynote speakers) of the Congress who made presentations as an invited speaker and evaluated the economic and financial developments after the coronavirus were; Dean of Faculty of Economics and Administrative Sciences from Fatih Sultan Mehmet Foundation University, Prof. Dr. Lokman Gündüz, Dean of the Faculty of Business Administration from the American University of UAE, Prof. Dr. Asma Salman, and Economic Advisor to the President of Albania and also a lecturer at New York University-Tirana, Assoc. Dr. Arjan Kadareja.
In the end, it was recommended that the papers presented at the congress be published in the proceedings book and that the 6th International Economy, Finance and Energy (EFE) Congress be held at Ibn Haldun University in 2024.
